Yes, when VT is on and Hyper-V / Core Isolation conflicts are resolved. Windows 11 updates can re-enable virtualization-based security and make the emulator complain that Hyper-V is still active. Follow the Hyper-V guide.

Official notes say Surface series devices do not expose usable VT for this emulator and cannot install it normally. Use a PC or laptop with VT available in BIOS.
